  2018/2019 学年中国政府奖学金生的遴选工作已经开始。凡符合条件的新加坡籍公民均可按规定申请(登录http://www.csc.edu.cn/studyinchina或www.campuschina.org了解各奖学金项目介绍、受理部门、申请办法及流程、中国高校介绍等信息。

  一、资助类别、学习期限、授课语言

  资助类别。包括本科生、硕士研究生、博士研究生、普通进修生和高级进修生。

  授课语言:

  1.中国政府奖学金来华留学本科生的授课语言为汉语。中国政府奖学金生开始本科专业学习前,须在指定的预科院校进行为期1学年的汉语和基础知识学习并考核合格。

  语言能力和基础知识水平达到以下规定之一者,可申请免修预科教育:以汉语作为学习语言完成中等教育,并附有其毕业学校出具的中等教育阶段必修课授课语言为汉语的证明;汉语水平达到录取院校本科教育入学要求,并附有汉语水平考试(以下简称“HSK”)成绩报告复印件(HSK成绩报告有效期为两年)。

  目前,承担中国政府奖学金本科来华留学预科教育的院校有天津大学、南京师范大学、山东大学、华中师范大学、同济大学、北京语言大学、东北师范大学、北京第二外国语学院、首都师范大学以及对外经济贸易大学等十所院校。

  2.来华留学研究生和进修生的授课语言一般为汉语,部分学校对部分专业可提供英语授课(详情请登录http://www.csc.edu.cn/studyinchinahttp://www.campuschina.org 查阅中国院校和专业介绍)。

  选择汉语授课且汉语水平未达到专业学习要求的奖学金生,须参加1-2学年的汉语学习,达到录取院校入学要求后方可开始专业学习,否则无法继续享受中国政府奖学金在华学习。其中:学习理学、工学、农学、医学(西医)、经济学、管理学、法学和艺术学专业者,汉语学习期限为1学年;学习文学、历史、哲学和医学(中医、中药)专业者,汉语学习期限不超过2学年。

  选择英语授课或汉语水平已达到专业学习要求的奖学金生无需参加汉语补习。

  注: 一类包括:哲学、经济学、法学、教育学、文学(除文艺类外)、历史学、管理学;二类包括:理学、工学、农学;三类包括:文学(文艺类)、医学。

  1.全额奖学金

  ● 学费:包括奖学金生培养、管理以及组织或支持奖学金生开展文体、参观、联欢等活动的费用。学费由学校统筹使用。

  ● 住宿费:即为中国政府奖学金生提供免费宿舍或发放住宿费补贴的费用。住宿费由学校统筹使用。按学校规定在校内住宿的,由学校提供免费宿舍,一般为双人间;经学校批准,选择校外住宿的,可按月或季度获得学校发放的住宿费。标准为:

  本科生(预科生)、硕士研究生(普通进修生):700元人民币/月

  博士研究生(高级进修生):1000元人民币/月

  ● 生活费。标准为:

  本科生:2,500元人民币/月

  硕士研究生和普通进修生:3,000元人民币/月

  博士研究生和高级进修生:3,500元人民币/月

  生活费由学校按月发放。奖学金生当月十五日(含十五日)之前到校注册的,发给全月生活费;十五日以后注册的,发给半个月生活费;毕业生的生活费发至学校确定的毕业之日以后的半个月;奖学金生在学期间(正常假期除外)因个人原因离华时间超过15天的,其离华期间生活费停发。

  ● 综合医疗保险(保险内容及理赔程序请登录http://www.csc.edu.cn/studyinchina 或 http://www.campuschina.org查阅“来华留学生综合医疗保险简介及理赔指南”)。

  2.部分奖学金

  为全额奖学金中的一项或几项内容。

  三、申请条件

  1.非中国籍公民,身体健康;

  2.学历和年龄要求:

  ●学习本科专业者,须具有高中毕业学历,年龄不超过25 岁;●攻读硕士学位者,须具有学士学位,年龄不超过35 岁;

  ●攻读博士学位者,须具有硕士学位,年龄不超过40 岁;

  ●作为普通进修生学习者,须具有大学二年级以上学历,年龄不超过45 岁;

  ●作为高级进修生学习者,须具有硕士以上学位或副教授以上职称,年龄不超过50岁。

  四、申请办法

  (一)网上报名:

  申请人须于2018 年4 月1 日前完成网上申请及向受理部门提交有关申请材料。“中国政府奖学金来华留学管理信息系统”操作流程见附件1。

  (二)提交以下书面申请材料(一式一份)至受理部门:

  1.《中国政府奖学金申请表》(中文或英文填写,网上填报后可下载打印);

  2.经过公证的最高学历证明。如申请人为在校学生,须提交本人就读学校出具的预计毕业证明或在学证明。

  3.学习成绩单。中英文以外文本须附经公证的中文或英文的译文;

  4.来华学习或研究计划。(本科生不少于200 字,进修生不少于500 字,研究生不少于800 字),用中文或英文书写;

  5.推荐信。申请攻读硕士、博士学位者和申请作为高级进修生来华学习者,须提交两名教授或副教授的推荐信,用中文或英文书写;

  6.申请学习音乐专业的学生须提交本人作品;申请学习美术专业的学生,须提供本人2 张素描画、2 张色彩画以及2 张其它作品;

  7.年龄不满18 周岁的申请人,须提交在华法定监护人的相关法律文件;

  8.来华学习时间超过6 个月的申请人,须提交《外国人体格检查表》下载复印件(原件自行保存,此表格由中国卫生检疫部门统一印制,须英文填写)。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。检查结果有效期为6 个月;

  以下材料如有请提供:

  1.中国政府奖学金生接收院校出具的预录取通知书。请申请人提前与奖学金院校留学生招生部门自行联系取得预录取通知书。申请截止日前无法提供预录取通知书将无法保证其志愿院校安排录取。

  2.语言能力证明。如HSK 成绩报告,雅思或托福成绩单。

  注:请按上述顺序将所有申请材料在左上角装订成册。无论录取与否,申请材料均不予返还。

  五、录取及通知

  1.国家留学基金委审核奖学金申请人是否符合申请条件。不满足条件的申请人或不符合要求的申请材料,不予受理;

  2.国家留学基金委将审核通过的申请材料转送有关学校安排录取。国家留学基金委有权根据各国奖学金资助要求、奖学金院校的接收能力、专业学制要求及申请人的条件等,对申请人所选择的学校、专业、资助类别、奖学金期限等进行适当调整,并由学校确定录取结果。对于附有学校预录取通知书的申请材料,国家留学基金委将直接寄送预录取院校确认录取;

  3.获得奖学金院校确认录取的申请人,经国家留学基金委批准后即可获得中国政府奖学金资助来华学习。每名奖学金获得者只能获得一个中国政府奖学金项目的资助;

  4.国家留学基金委将于7月31日前将《录取名单》《录取通知书》和《外国留学人员来华签证申请表》(JW201表)寄送中国驻所在国大使馆(或总领事馆),由其转交各国留学生派遣部门或学生本人;

  5. 奖学金获得者来华后不得变更《录取通知书》上的录取院校、学习专业及学习期限;

  6.不能按录取期限来华学习者,奖学金资格不予保留。

“中国政府奖学金来华留学管理信息系统”操作流程

-适用于申请人


  第1步:访问以下链接,点击“中国政府奖学金来华留学管理信息系统”进入申请界面。http://www.csc.edu.cn/studyinchinawww.campuschina.org

  第2步:请仔细阅读“注意事项”,并在完成阅读后点击“下一步”继续您的申请。

  第3步:使用“用户名/注册邮箱”及“密码”登录,新用户请点击“学生注册”。

  第4步:填写正确的“留学项目种类”“受理机构编号”,留学项目种类和受理机构编号是“中国政府奖学金来华留学管理信息系统”中的必填内容。您的“留学项目种类”为:A类,“受理机构编号”为:7021。

  申请人填写后,系统会自动显示所填写的代码代表的受理机构的名称。留学项目种类和受理机构编号存在对应关系,如果填写错误,奖学金受理机构将无法收到在线申请信息。

  第5步:根据页面左侧列表逐一完成所有申请信息的录入并上传补充材料,请确保信息及材料的完整、准确和真实。

  如果对“学科门类”有疑问,可从“帮助”菜单下载“专业对照表”。

  第6步:提交申请前请仔细检查各项信息及补充材料。系统中提交的申请材料将作为申请院校确认录取的唯一依据。

  第7步:申请被受理前,申请人可通过点击“撤回并修改申请”对已提交的申请进行修改。申请被撤回修改后,申请人须再次提交,否则该申请将无法被受理。

  第8步:申请提交后,可点击“打印申请”下载并打印申请表。

  第9步:如受理机构要求,请将纸质申请表与其他补充材料提交至受理机构。

  注意:建议使用火狐或IE 11浏览器,如果使用IE浏览器,请去掉浏览器的“兼容性视图模式”后使用。

  申请人须使用中文或英文完成全部申请信息的填写。

2018/2019 Chinese Government Scholarship Application


The 2018/2019 Chinese Government Scholarship is now open for application. Online

application and the corresponding application documents should be submitted to the Embassy of China in Singapore no later than April 1st, 2018. For more information, please refer to http://www.csc.edu.cn/studyinchina or www.campuschina.org.

I. SUPPORTING CATEGORIES, DURATION and INSTRUCTION LANGUAGE


Supporting Categories

Chinese Government Scholarship programs sponsor international students, teachers and scholars to undertake degree studies (bachelor, master and PhD) and Chinese language study or academic research in institutions of higher education in China.


Duration

Chinese Government Scholarship covers both major study and Chinese language (preparatory) study. The table below illustrates the duration of each program.

Instruction Language

1. Undergraduate scholarship recipients must register for Chinese-taught credit courses. They are required to take one-year preparatory courses in one of the 10 universities listed below and to pass the required test before moving on to their major studies.


Undergraduate scholarship recipients can apply for preparatory course exemption if they completed their secondary education in Chinese or have a valid HSK certificate that meets the requirements of the host university. Official documents from secondary schools or a photocopy of a valid HSK certificate must be submitted for a preparatory course exemption application. Please NOTE that HSK results are valid for only 2 years.


Entrusted by MOE, the following 10 universities offer preparatory courses to undergraduate scholarship recipients. They are Tianjin University, Nanjing Normal University, Shandong University, Central China Normal University, Tongji University, Beijing Language and Culture University, Northeast Normal University, Beijing International Studies University, Capital Normal University, and the University of International Business and Economics.


2. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable. Program Search (By visiting http://www.csc.edu.cn/studyinchina or http://www.campuschina.org)can help you find the program and university you're interested in.

Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language courses for one to two academic years to reach the language requirements of their host universities before moving on to their major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one year for majors in Science, Engineering, Agriculture, West Medicine, Economics, Management, Legal Studies and Fine Arts, and be no more than two years for majors in Literature, History, Philosophy and Chinese Medicine.

Scholarship recipients of the English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

NOTE: Field of Study I includes Philosophy, Economics, Legal Studies, Education, Literature (Fine Arts excluded), History, and Management; Field of Study II includes Science, Engineering, and Agriculture; Field of Study III includes Fine Arts and Medicine.

1. Full Scholarship covers

● Tuition waiver. Tuition funds will be comprehensively used by the host university. It may cover scholarship students’ education, administration costs and expenditures to support student activities.

● Accommodation: free university dormitory or accommodation subsidy.

If the host university requires students to live on campus, the university will accommodate the scholarship students in a university dormitory (usually a twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:

undergraduate students (preppies), master’s students(general scholars): CNY 700 per month;

doctoral students (senior scholars): CNY 1000 per month.

● Stipend:

Undergraduate students: CNY 2,500 per month;

Master’s students/general scholars: CNY 3,000 per month;

Doctoral students/senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15thof the month will receive a full stipend of that month. Those who register after the 15thof the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his stipend will be stopped during his leaving.

2. Partial scholarship covers

One or some items of the full scholarship.


III. ELIGIBILITY

1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health.

2. The requirements for applicants’ degree and age are that applicants must:

● be a high school graduate under the age of 25 when applying for the undergraduate programs;

● be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;

● be a master’s degree holder under the age of 40 when applying for the doctoral programs;

● be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;

● be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.


IV. Application


1. Online application

Online application and the corresponding application documents should be submitted to the Embassy of China in Singapore no later than April 1st, 2018. For instructions of the Chinese Government Scholarship Information System, please refer to attachment 1.

2. Application Documents (one copy)

a) Application Form for Chinese Government Scholarship(in Chinese or English).

b) Notarized highest diploma: Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

c) Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

d) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

e) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

f) Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings and two other works.

g) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

h) Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form designed by the Chinese quarantine authority can be downloaded from http://www.csc.edu.cn/studyinchina or www.campuschina.org). The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

Please submit the following documents if applicable

i) Pre-admission Letter from Chinese Government Scholarship universities. Please apply to your target university for the Pre-admission Letter. Candidates holding a Pre-admission Letter will be placed in the host university; those without the Pre-admission Letter should accept CSC’s placement of university.

j) Language qualification certificate. e.g., HSK certificates, IELTS or TOFEL report.

NOTE: The above documents should be bound on top left corner (one copy). Noapplication documents will be returned.

V. PLACEMENT & SCHOLARSHIP CONFIRMATION

1. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.

2. Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’ criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.

3. After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.

4. CSC reviews the placement results, approves the List of Scholarship Recipients and sends the admission documents to the Chinese embassy or consulate-general before July 31st. The Chinese embassy or consulate-general will send the admission documents (List of Scholarship Recipients, Admission Letter and Visa Application Form for Study in China JW201) to the dispatching authorities or scholarship recipients.

5. Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.

6. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.

Instructions of the Chinese Government Scholarship Information System


Step 1: Visit http://www.csc.edu.cn/laihua or www.campuschina.org and click “Scholarship Application Onlinefor International Students”.

Step 2: Read Tips for online applicationcarefully before clicking“NEXT” to the registration page.

Step 3: Log in with your user name and password. For new user, please click “Create an account” for registration.

Step 4: Fill in the correct Program Category and Agency Number. An Agency Number represents a specific application receiving agency and a correct choose of Program Category is necessary before filling in the Agency Number. Please make sure you fill it in correctly, otherwise you will not be able to continue your online application or your application will not be accepted.

YourProgram Categoryis : Type A andAgency Number’ is:7021. Once the correct ‘Agency Number’ is entered, the name of the agency will automatically emerge.

Step 5: Fill in the Online Application Form and Upload Supporting Documents truly, correctly and completely following the steps listed on the left of the page.

Applicants are required to select a discipline before choosing their majors. Please refer to the Disciplines Index, which could be downloaded from Help, if you have any doubt about the disciplines and majors.

Step 6: Check each part of your Application carefully before submitting it. Click Submitto submit your Application. The submitted documents will be the only reference for the applied universities to confirm the admission.

Step 7: You can make changes to your application by clicking Withdraw and Edit the Application on the top of the page. But make sure to submit it again by clicking Submit after finishing all the changes. Otherwise, the retrieved application will become invalid and your new application will not be received either.

Step 8: You can download and print the completed Application Form by clicking Print the Application Form.

Step 9: Send the paper application form and other supporting documents to the dispatching authorities if they requires you to do so.

Please use Firefox or Internet Explorer (11.0). Menu selection functions may not work in other browsers.

Only Chinese and English are accepted for the online application.
